Correct. Per capita is misleading.

eg Nebraska and Oklahoma are ahead of Louisiana.

But anyone is welcome to use those stats.

I think it's a good statistic when comparing very large states like Texas, Florida, and California. It shows us that CA's per capita is not near as high as Texas and especially Florida. The most talent is concentrated in Florida and the Southeast. CA is up there because it has 40 million people. Compare that with Tennessee, the 15th most populous state, which has 7 million people.
