I don't see why they would care if he's fricking a booster's wife at OU right up to the point he is hired away.

The only issue is if OU could prove he was recruiting for USC while on OU's payroll. This is obviously a conflict of interest that could cause a legal problem for USC if it proved they were participating in the fraud.

I think it's a long-shot though. The behind the scenes shenanigans associated with college football are so ingrained in the system that I'm not sure OU could open that can of worms without making themselves vulnerable for similar situations in the future.

Athletic directors talk a big game about feeling betrayed when a coach leaves. I get it; it makes sense if they think their most visible employee isn't working for them in reality. But, there's generally little they can do except fire someone. There is one example of a guy getting fired for interviewing for another job (Jeff Jagodzinski at Boston College for interviewing with the Jets.) But, that's a case where the AD knew about the desire to interview and specifically told JJ if he interviewed, he would get fired. I know of other cases where a coach interviewed without telling the AD, everyone got mad, but in the end nobody did anything and the coach still has his job many years later (though his ice might be getting thin.)

It's an ugly business, not for the fainthearted.
