I've been to both, and they both country and southern in their own separate ways. Folks from the mountains have a flat accent, and flatlanders have a rounded accent. Also, West Virginians are some of the proudest Southerners I've ever met. I met a lot of them at Stonewall Jackson's tomb in Lexington, Virginia. The most unashamed Rebels I've ever seen. Stonewall was a West Virginian fwiw.
