Once the NIL money comes in then who controls the funds?

In FB is it NS as he would be more in tune with what the team needs are and what the players worth is to the team. I assume NIL is not to be used for incoming freshmen as an enticement to sign so this would be grad transfers and portal guys.

NIL is a contract with the player. The school has nothing to do with it.
It’s nothing like a salary cap like professional sports.
It just allows a company to use the players name, image, or likeness to sell their product with agreed upon terms with the athlete.
The only thing the school has to do with is how much fans of that school are willing to pay.
Boosters who own businesses trying to get that kid to their favorite school. This is why Texas A&M had that crazy class. They have a bunch of oil money in Texas.

But someone at the U controls the funds once they are in the pot. Who is that person for FB. I know NS once said he would not pay x amount of dollars for an unproven player right out of HS. So based on that comment alone NS has some say so on who gets how much on the FB team. Which is what I asked. I understand the basics of how it works but not who controls it.

That's not how it works at all, to my understanding. A specific deal with a player means he gets it all. A general collective pot for the team is just evenly divided to my understanding.
