Maybe this is the year. I've seen a lot of Miami fans post that they think Campbell is a way better player than Surtain. ESPN at least has them really close

A commit to Georgia, Smith is the first IMG prospect ranked No. 1 at any point by Scout.

The top linebacker in the 2019 class is Henry To'oto'o from Concord (Calif.) De La Salle, the No. 1 inside backer nationally and Northern California's top prospect. To'oto'o is ranked No. 8 nationally.
At No. 8 is the top corner prospect in this class, Wellington (Fla.) Palm Beach Central cornerback Akeem Dent.
And rounding out the top ten is Stafford (Va.) North Stafford running back Devyn Ford, the No. 2 back in the East and in the country.

The deepest position in the Scout 125 is receiver, with 18 of the top 125 while defensive end and offensive tackle have 16 prospects each on the inaugural list. There are 12 running backs with only eight quarterbacks in the early 125.
Regionally, the South has the most prospects with 38 in the initial 125. The West has 32 prospects who made the top 125 closely followed by the Midlands with 31. The Atlantic/East and the Midwest each have 12 prospects.

He checks in at 6-foot-3, just shy of 230 pounds with incredible explosion off the edge as a traditional defensive end or stand-up defender. Developing his pass-rushing arsenal over the last year, he can defeat blockers with speed, power and agility on a given rep and Smith plays with pop and ferocity at the point of attack as well. In today's college football every defense needs players who can affect the passing game soon after the football is snapped and this Georgia Bulldog commitment can get the job done.
The Peach State is loaded in 2019 much like it is in 2018, where it also features the top prospect in the land in Clemson quarterback commitment Trevor Lawrence. Three of the top 10 players in the rising senior class are from Georgia in Lawrence, fellow quarterback Justin Fields and top offensive lineman Jamaree Salyer.
2019 could be more of the same led by Smith and Atlanta (Ga.) Greater Atlanta Christian two-way lineman and NFL legacy prospect Christopher Hinton Jr., who also checks in the top five.
Loganville (Ga.) Grayson standout Owen Pappoe has been a national name in recruiting for just about all of his prep career and rightfully so. He may be the most athletic linebacker from the South in some time, excelling in space against both the run and the pass to the point he may even have a shot at playing in space permanently depending on how his 6-foot, just over 200-pound size develops. Either way, versatile defenders like Pappoe have become a premium in college football and it's one of the reasons he has offers from coast to coast with Florida State, Georgia, Alabama and Tennessee holding the most buzz early on.
As the top prospect would indicate, the defensive line talent in the South is considerably deep, but wide receiver is the position that may dominate the South going forward, led by Peach State prospects Haselwood, Dominick Blaylock and athlete Jashawn Sheffield.
Florida holds top talents John Dunmore, a Florida commitment, and Jeremiah Payton high on the list as is Tennessee's Kendrell Scurry and Alabama's George Pickens. Most of the names on the list follow a trend in what most programs consider to be a No. 1 wide receiver, too, in rising juniors at 6-foot-2 or better. Defensive back is also one of the South's strongest positions at this early juncture.

The battle for top overall prospect in the 2019 West Coast class will be an ongoing one but for now, Westlake Village (Calif.) Oaks Christian defensive end Kayvon Thibodeaux narrowly edges out Santa Ana (Calif.) Mater Dei quarterback J.T. Daniels for the top honor.
It was close as Thibodeaux checks in as the No. 4 overall prospect in the country and Daniels No. 6 after a vote by the entire Scout team. Both players were also awarded five-stars and will be in the running for top overall recruit in the nation the next time rankings are updated.
Thibodeaux is a long, athletic defensive end that checks off every box you’re looking for in an elite level pass rusher. He’s 6-4, pushing 6-5, a solid 235 pounds and has high level athletic ability. He is already a talented edge rusher who can explode past an opposing tackle but has more than just a speed move and can beat his man in a variety of ways.
He always looks on balance and doesn’t run himself out of position by trying to run around the edge every play but has the ability to shed blockers at the point of attack and the strength to hold his ground on plays run directly at him. He’s tremendous in pursuit and routinely runs down plays from behind and shows off a great motor to match his skill level.
Locally, USC is doing well but Thibodeaux is a national recruit who has already visited LSU and loved his time in Baton Rouge. Alabama, Michigan, Stanford, Texas A&M and Texas are just a few other schools making a big push for the rush end at this time.
Daniels was a Pop-Warner legend and someone everyone already knew about before he even entered high school. He made an immediate impact as a freshman at Mater Dei and put up video game numbers this past season. Daniels was 315-423 (75%) for 4,849 yards and threw 67 touchdowns with just six interceptions.
What makes Daniels so special? He has an advanced feel for the game that is almost at a college level right now. He is such a smart, high IQ quarterback, knows where to go with the football and his ability to read a defense and throw with timing and anticipation is extremely high.
He has a quick release and can throw from different arm angles depending on whether he’s in the pocket or rolling to his right or left. His accuracy is tremendous and he throws with tremendous touch down the field. He shows poise and a fearlessness and isn’t afraid to stand in the pocket and take a shot to get rid of the football.
Daniels also has a tremendous work ethic off the field and an almost manic desire to be great and get to the highest level of football. He has worked hard this off-season to improve his pocket mobility and quickness and should have another huge season when the pads come on.
On the recruiting front, Daniels just visited USC twice in the last week and the Trojans are doing well here. Stanford and Washington are also extremely high on his list and he said he plans to visit Michigan and Nebraska in July.
The No. 3 rated player out West is Concord (Calif.) De La Salle’s Henry To'oto'o, who checks in at No. 8 nationally. A year ago at this time, the two players battling for the No. 1 spot in the West were quarterback Matt Corral and wide out Jalen Hall but linebacker Palaie Gaoteote blew past both by the middle of their junior seasons.
Could lighting strike twice this year with To’oto’o? It would not shock us as the ‘backer is a big time talent and jumps off the screen when you watch him. He’s a blur blowing past blockers and getting in to the backfield, flashing tremendous quickness and closing speed.
Coming from De La Salle, you know To’oto’o is going to be well coached and physical and both traits are easy to see with him. He hits like a truck, doesn’t run around blockers but takes them head on and wins every physical battle. He’s smart and instinctive, shows great timing on the blitz and is very comfortable playing in space and making plays in the flat.
Surprisingly, To’oto’o’s recruitment hasn’t taken off nationally just yet as his offers are all from the Pac-12. Arizona, California, Colorado, Oregon, UCLA, Washington and Washington State have offered up to this point but we expect that list to double very shortly.

Zach Harrison ended up as the Midwest's top prospect. His testing numbers from the spring were as good as any 'jumbo athlete' in the country's. His upside is so high that it makes some question how raw he is. He has work to do, but his football film is good too, so this is not just an athlete playing football. This is a good football player and an elite athlete with a very high ceiling.
By contrast, the number two player in the Midwest, Devontae Dobbs, is not as much of a freak tester, but he has been dominant at several camps. He still has room to improve and get better too, but he has been taking on top competition at camps and winning reps since his freshman season. We really like the way the kid works and strives to get better in addition to his physical tools as well.
Like Dobbs, Indianapolis Warren Central wide receiver David Bell may not blow anyone away as far as his measurable qualities, but make no mistake, he is one of the most skilled receivers the region has seen recently. In terms of route-running, ball skills, and a knack for making big catches in pressure situations, he has few peers in the Midwest.
Following Dobbs on the offensive line is East Kentwood (Mich.) tackle Logan Brown. He looks like a future pro with his tall, lean frame and he had a good run of camps last summer and a good sophomore season. He has not been as active at camps this summer, but has accumulated a good list of offers and is the prototype left tackle as far as frame and physical abilities.
The defensive line group in the Midwest's 2019 class is very strong. After Harrison, Louisville (Ky.) Trinity's Stephen Herron has his choice of just about any school in the country.
Lexington (Ohio) defensive Cade Stover checks in a few spots after Herron. Stover is a big, athletic kid who plays linebacker and tight end on film, but projects to defensive end in college.
Rounding out the Midwest group is another Louisville native, J.J. Weaver, a very long, fluid athlete who has as much upside as any Midwest kid on the list perhaps save Harrison.

The inclusion of North Carolina in the Atlantic/East region will undoubtedly add a lot of quality depth to the 2019 class, and the top player in the region is a running back from North Carolina.
In fact, the top two plays in the region are running backs.
Charlotte (N.C.) Harding University standout Quavaris Crouch, projected as a running back, is the top player in the region. The punishing runner is taking his time with the recruiting process, but some schools to watch are Alabama, Clemson, Florida State, Michigan, NC State, North Carolina and Ohio State..
Stafford (Va.) North Stafford playmaker Devyn Ford is the region's No. 2 player, and the No. 2 running back. Ford is a dynamic prospect with a combination of speed and quickness. Clemson, North Carolina, Penn State, Ohio State and Virginia Tech are recruiting him hardest.
There are also a pair of high-level prospects listed as athletes because of their ability to play multiple positions in college.
Chesapeake (Va.) Oscar Smith athlete Cam'Ron Kelly is a jack of all trades on the field. The 6-foot-2, 193-pounder had a monster season on both sides of the ball last fall. Clemson and Oregon recently offered and he is closing in on 30 offers. He plans to visit Georgia, Michigan, Notre Dame and Penn State this summer.
Meanwhile, Elizabeth City (N.C.) Northeastern athlete J.R. Walker is from a small school, but he is a big-time prospect. Walker lined up at quarterback, running back, receiver, cornerback and safety last fall. His early offer list includes Duke, Michigan State, North Carolina, NC State, South Carolina, Virginia Tech and Wake Forest.

In the Midlands, 31 prospects from the region made the Scout 125 with 21 of them calling Texas home, three of them from Allen (Texas).
Dallas (Texas) Bishop Dunne also had two in the Top 125, and Louisiana, now in the Midlands, has two prospects from Amite (La.), including the No. 1 rated prospect in the region defensive tackle Ishmael Sopsher.
Baton Rouge (La.) Southern University also boasts two on the list.
Sopsher has already been named to the 2019 Under Armour All-America Game. He boasts offers from programs such as Alabama, Auburn, Clemson, Florida State, LSU and Mississippi.
He possesses the physical traits that not only make him a dominant player at the point of attack, but make him a scheme-versatile and position-versatile prospect who will be highly-coveted by elite programs across the nation.
"Sopsher owns college-ready size at 6-foot-4, 294 pounds and plays with hand quickness and close-quarters power that make him a nightmare for opposing offensive linemen. Not only is he one of the nation's best 2019 defensive tackles, he's likely among the top defensive prospects nationally for his class," said Gabe Brooks, Midlands/Louisiana analyst.
It was a neck-and-neck race for the No. 1 spot in the Lone Star State, where Bishop Dunne safety Brian Williams got the nod over phenom edge defender NaNa Osafo-Mensah.
Osafo-Mensah is just coming into his own and is the perfect type of defender coming off of the edge that college coaches are dreaming of landing. He has tremendous closing speed and can make plays out into the flats. A new age style of defender who can be utilized in multiple ways.
Williams is the younger brother of former Arkansas standout running back Rawleigh Williams, and he has had an impressive start to his high school career. He put up some impressive numbers as a sophomore in 2016, collecting eight interceptions. He is a ball-hawk, but he will also deliver a hit.
With the most prospects on the list it is obvious that Allen (Texas) is loaded for a possible prep championship run. Wide receiver Theo Wease leads the pack in the first numerical 2019 rankings.
Wease enjoyed a breakout sophomore season with 35 catches for 421 yards and eight touchdowns on 12-plus yards per catch for a 14-1 Allen High squad that reached the Texas Class 6A Division I state semifinals.
The one-time Oklahoma commit has racked up around 30 scholarship offers already and they continue to flow in.
LSU boasts the most verbal commits on the Midlands list with a pair of Baton Rouge (La.) Southern University teammates in offensive guard Kardell Thomas and running back Tyrion Davis and the No. 1 rated Texas offensive tackle Kenyon Green from Humble (Texas) Atascocita.
The combo of Thomas and Green gives the Tigers the start to what could end up being the most impressive O-line haul, as Thomas is the No. 1 rated OG and Green is the No. 2 OT nationally.
