The the answer is because they are poorly coached and/or this stuff is fixed.

Well, I forgot they were in field goal range, but you at least sell out for the block, and not just allow the game to end. Maybe they miss it, or you get the block and return

The whole thing just entertain me because how cringe it is, but also how unnecessarily mad it makes people, and how obvious the NFL is at milking it to get more money.
