Yes, the constitution protects firearm ownership. But that doesn't mean states can't regulate it by requiring registration. So no, the constitution has nothing to do with idiots who illegally possess firearms.

Most states when they joined the union adopted most of the type of language that the U.S. Constitution has into their own state constitutions.

I don't know how close LA's 2nd Amendment type law is compared...but then a constitution that is added to by popular vote ever two years isn't a constitution anyways.
