Laying card board down first is one of those things you’ll find on the internet to help suppress weeds and then it’ll break down after some time under the soil. It’s not really about damaging the park
So in fact these low info growers are doing what the internet has told them and unsuccessfully growing produce.
I actually try to advise a grower who came from that northwest region. He follows a lot of things he has found online as growing tips. He grows absolute shite produce because of the misguided internet garden experts.

A common tactic from that side as well. Create a disturbance or pay a worker to create a disturbance to put ag in a negative light.
The bottom end type worker in the video are the same type bottom end worker you'd find as part of subcontractor crews. They have no investment in the work they're doing and simply just there to punch the clock.
No industry is free of assholes.
ETA: It is of no benefit for any animal industry producer to practice bad husbandry practices. The managers of those farms have procedures in place to make sure animals are handled correctly under low stress. Stressed animals don't produce whether it is meat or milk.

Sometimes this is the case, but there are plenty of shite-head, tough guy coaches out there that have anger issues.
I played sports throughout grade school and fortunately only ran into a couple assholes.
Pushing a kid to test their limits is expected. Cursing them out and throwing temper tantrums at them is not an acceptable way to do it.

Unfortunately for the LaSC, the current water was surveyed as land in 1812 and that's pretty much all that matters.
LaSC should propose an optional program that the land owners could partake in that would pay the land owners a fee for the use of the area. IIRC, St.Bernard or Jefferson did something like this for a parish owned property. Making a new license that had to be purchased for their property.
They'll have to outbid the current lease holders though.

But they did an internship one summer when they were in college on organic farm run by people who also did a one summer internship on an organic farm when they were in college. To deny their expertise is just irrational and indoctrination by Big AG.

Chimera's are incredibly cool. The ability of an animal to express 2 separate genomes within it's own body and germ line essentially gives you 2 animals in 1.
There's a funny story of a chimera stallion they tried to register, but the genetic testing kept coming back female.
