It’s because they know they will still get retirement anyway.
My daughter had that surgery at 15. An injury from cross country. Went very well and during recovery she didn’t have much pain. She has 4 scars from where they go in. I told her to tell people they are bullet wounds lol. Really wasn’t bad at all.
Didn’t President Reagan do the same thing as President Trump?
Majority are paid by timecard. Any employee on the GS Pay Schedule are hourly and by timecard.

Not all agencies drug test.
Some agencies had telework before Covid. When Covid hit it went to telework and wfh. Once Covid was over it should have went back how it was. A report was done in the government for the incoming admin. In that report, only 1 agency was deemed to have ways to measure the effectiveness of there telework program. It isn’t a coincidence that this agency had telework in place before Covid. So a tight program and guidelines were in place.

You only have to read to see they can during martial law. You can post Acts all you want, it is allowed under martial law.

Just to add for precedent. The conspirators of Lincoln’s assassination were tried by military court.
I know in my department, my employees are worried. I told them they are more than likely safe since we had telework before Covid. It might impact me as a non-bargaining employee.

I work for the VA on the VBA side(not hospital side). I can tell you the regular employees are scared thinking they are losing their job. I haven’t heard of anyone wanting to quit. I think those thinking it are either GS13 and higher or those that have enough to retire.
I know for Katrina we had the Army NG rescuing people from the jump. The Guard was called up before it hit and working multiple ways. Multiple states sent guardsmen in and worked. I was in the guard here at the time. I haven’t heard much about this response for Helene.
