There is no law that states you have to ticket the at fault vehicle. When the crash report is written whatevever vehicle is listed as vehicle #1 will be the at fault vehicle in almost all crashes.

Why are so many people mad at LEOs? It's judges who signs the warrants, sets the bonds, give the sentences. DAs are the ones that prosecute the suspects. People act like cops just kick in doors for no reason when a judge is the one that signs the warrant to do it.

Maybe the kids shouldn't have had his hands near the cops throat. I'm sure you would be fine with someone putting their hands around your throat while you are working.
