I have a friend , who's old like me, who moved to Lisbon a year ago from the US and loves it. He said it was easy and he doesn't speak portuguese. Your family member could have just gotten GoogleFi and been done with it. That's what I use in the US and it works seamlessly in Europe with no additional cost. But yea, they do have many more rules over there which takes getting used to.
