The verb form (“to effect change”) means actively creating or causing something, which doesn’t fit your sentence. Your substitution test doesn’t actually prove that “effecting” works — it just swaps the nouns while keeping the same grammatical problem.

Haven’t found any luck here in the states, but if you’re traveling international thru the airport you may find them in the duty free shops. Like another poster said the cost might not be worth it to order online. Maybe purchasing in bulk could help. Otherwise you’d need to find a Scandinavian willing to part with theirs.
