Go down to your local DMV, SS, Unemployment or Social Welfare office and see who works there. You will wonder no more. If you're brown or black they rubber stamp your application, no questions asked.

Those graduation numbers are greatly inflated. Real graduation #s if standards were enforced would be consistent with the reading and math scores but... here we are.
