There are leaks all over uptown. They destroy the road until a car can just run over the pipe and create a huge problem. They don’t fix any of them until there is a huge problem.

Apparently you can just start a landscaping/construction company. Hire a bunch of undocumented immigrants who have committed identity theft, pay them low wages, don’t insure them for worker’s compensation, and do really well for yourself. Then if the government catches you they blame the immigrants and not you as the employer.
