National Guardsmen are absolutely allowed to have bullets in their weapons. If a Governor activates the guard they can essentially be used like state police. As an example Operation Crescent Guard in New Orleans post Katrina. Federal troops on the other hand may not have bullets off base while CONUS.

I am an Iraq War Veteran. While I think that comparing a sporting event to battle is an overstatement it does not bother me.

One thing to think about... what happens to the ports of N.O. and B.R. if ocean going vessels have a navigable bypass (the atchafalaya entering the M.R. north of the old bridge in Baton Rouge) that will allow them to travel to ports farther north.

I would hope so. The limiting factor is that the sponsors of the Sugar Bowl and the New Orleans hotels are going to lobby for who is going to travel better and stay longer.
I have no idea how well Arky travels but I can't imagine they travel better than LSU. But I know that even if I did not live in NOLA I'd stay with family instead of paying for a Hotel.
