National Guardsmen are absolutely allowed to have bullets in their weapons. If a Governor activates the guard they can essentially be used like state police. As an example Operation Crescent Guard in New Orleans post Katrina. Federal troops on the other hand may not have bullets off base while CONUS.

I fail to see what any of that has to do with the Maximum Gross Take-off Weight (MGTOW) of an aircraft.

My father-in-law is giving me his fathers shotgun. A LC Smith 16 guage double barrel. Should I hunt with it? If so what steps should I take to make sure its safe to use. Thanks.

I would hope so. The limiting factor is that the sponsors of the Sugar Bowl and the New Orleans hotels are going to lobby for who is going to travel better and stay longer.
I have no idea how well Arky travels but I can't imagine they travel better than LSU. But I know that even if I did not live in NOLA I'd stay with family instead of paying for a Hotel.
