Curious question. Is this your first bill with the smart meter? What was the final reading on your last water bill with the old meter, and what is the official reading on your current water bill?
If those numbers are ~89k gallons, I'd start with requesting the reading's recorded at the time of installation. I wonder if they are starting off with an incorrect number and just saying F it, not my problem

24 years is too long, these career politicians will simply spend 24 years in one chamber, then switch to the other for a 48 year career. Should be a total of xx years in Congress.
This is a State issue, and all 50 States have their methodology of how these positions are filled.
Why 80? Should we cap it at the full age of retirement as defined by social security?
I understand what you are trying to accomplish and you say this in jest/frustration, but you need something that can be defined; or you leave it up to the party in power to determine what constitutes incompetence.

The problem you will run into with trying to negotiate with your current company, is they will want time to review your file, see if they feel your performance warrants the increase, gain an understanding of the market rate for your position (what will it take to replace you), etc. This will take time, and even if it was not stated your new offer has an expiration date.
I would take the current offer and have an open conversation with your management team. Let them know why you are taking this offer and let them know your preference would have been to stay with your current company (even if not true), but you were approached and this is something you cannot pass up at this time. Put in your notice and do everything you can to leave on good terms.
^^^All of this is assuming this is a good company and one you may want to consider coming back to if the right opportunity presents itself.

Also, your example refers to your W-2 taxes. If they have a spouse that also works and they do not adjust their withholdings, they could owe additional money. If they have side work (again think of politicians that also work for law firms), and do not stay on top of those taxes.
*Any politician that is arrears with their taxes should have a 6-month period to correct, or they must vacate their position. They should also be excluded from running if they have current unpaid taxes dispute.
