According to 5 News Arkansas, the Razorbacks contacted Carroll about the university’s head coaching vacancy, but were promptly turned down by the Seahawks coach, who addressed the news on Twitter...

He's obviously referring to Steve Mariucci who said earlier this week he was interested in the job.

Dig up Knute Rockne...offer him. If he turns you down then Belichick, Payton, Parcells, Saban, etc. Just go down the list, they are all equally realistic.
