I don't disagree with anything in your post.
The problem is that every year adds a new crop of 17 and 18 year olds.
Do you know how much money and resources are poured into school systems and communities to not use nicotine? To not use drugs and alcohol?
But what is the culture for college kids?
I just have expectations that "new" adults are going to be making the same mistakes that "new" adults have been making for 100s of years.

Georgia should counter sue Willocks estate because he willfully contributed to his death by not wearing his seat belt. Tell daddy Georgia will ask for the estate to be responsible for any cash liabilities Georgia is assessed.
