You DO not dial a callsign into a transponder. You CAN not dial a callsign into a transponder.
That's not how it works.
Again:
You file a callsign in a FAA flightplan, then before takeoff, the airplane calls ATC to pick up said flightplan using that callsign, Then a conversation begins. Which ends with them giving the guy a four digit code for him to dial into the transponder, thus linking ATC and airplane.
If he wants to change callsigns to Q0 midflight, he'd have to call ATC to put in a new flightplan with a new call sign and then get a new code, but there would be loud sounds of laughter and many knee-slaps occurring before that because its not a callsign and this is gay as frick.

While I’m drowning you need to let the FAA know they’re wrong too. This is what I’m referring to..and they also go by transponders.

Which even the old 4 number ones are pilot controlled if you fly into controlled airspace. ATF gives you your number. I’m sure we can have a pilot here confirm that.

Old or new, they all only have 4 digit numbers.
The only thing a pilot can control in his airplane concerning his transponder (old or new) is turning it on or off, or dialing different 4 digit codes into it. Other than that he can hit a button to make himself flash on the ATC radar screen. And that's it.
And that 4 digit code is meaningless unless it matches with a flight plan on file with ATC.
The pilot files the flight plan, ATC grants the code which links to the flight plan.
SO, for your gay-boy fantasy of the Q0 callsign to come true, the captain of Airforce 1 would have to file a flight plan with Q0 on it and get ATC involved. (which he couldn't even get that far as I've detailed 50 time by now but frick it)

Your link is confusing you because it's a general aviation FAQ answer for someone most likely using his tail number as a callsign.
That's what the questions at the bottom of the FAQ answer are trying to determine.....Which is whether he's just a gonna always use his tail number or if he is going to start a charter or some various shite where he'd want to use call signs.
This still has nothing to do with being able to directly type AA54836 into his transponder if he wants to illegally pretend he's an American Airlines flight. It just means, if he wants to be able to file flight plans with ATC to use different callsigns, he needs the non-fixed transponder.

Also, these transmitters are in the guts of the airplane. inaccessible to the pilot. All he can do is twist 4 digits into it from the panel. ADSB or not. Q is fake and gay.
