I never agreed to an on3 charge and have no idea how I ended up with one. I went to the on3 site for the first time and tried to cancel the service that I never wanted.

surely you would have provided them with your card number at some point rigiht?

90% of the times with stuff like this a person will give their card for a free trial or limited time offer, then in the really small print it says that after that period if you don't actively call and cancel you'll be billed for hte regular/normal rate. I'm guessing you signed up for an introductory offer, forgot to cancel, and now congrats you're an on3 paid member.

My default rule is if something is "free", they don't need my credit card number.

I forgot about it but I went there one time and signed up for a short time at a small cost without realizing that I had to cancel later. Now I'm sure that it was my fault.
