eta: I should say we very well might if his grades are in order. We like him a lot. But things are a bit muddled with his transfer. We may just be using that as a way to put him off til we have a better feel for Hill/Elam though.

so our offer for him is probably dependent on how we feel for elam and hill?

well, that's mostly me projecting. I said the same thing about Mbanasor though. There's a lot that goes into this really.
For simplicity, let's say there are 3 types of prospects (though obviously they are all shades of this)
1) Prospect wants to go to A&M and will commit the day we offer
2) Prospect likes A&M but wants to evaluate options and visit a number of places
3) Prospect really is ambivalent to A&M and won't give us much consideration until we offer
You can throw an offer out to type 3 all day without an issue. We do this a lot with out of state guys. We can evaluate them at a later time and just sort of stop communicating with them if we don't want them.
Two can be a little trickier. This is someone like Guyton. We want him to know we want him, but we know he's not ready to commit or anything so we don't have to sweat the offer too much even if he's about 6 or 7 on our WR board.
But ones you can't offer unless you want a commit. They are guys like Sizelove last year. We kept telling him an offer was coming sometime in the fall and he was cool with that because he always wanted to go to A&M and he had a good landing spot (KSU) when we didn't offer.
I think the thought process was Mbanasor and Lane were both ones but by slow playing them and letting them consider other offers, we've turned them into twos. But we feel if we make a strong push, we should be able to turn them down the road (see Alaka, Otaro).
Sometimes though those ones turn extremely sour. Ryan Newsome was all but ready to commit to us so we had to chill on his offer. Now he's all butthurt about it and I doubt we could get back in on him if we wanted later. Everyone is different and so it's a tricky game.

One thing for certain, since Lane decommitted from Ol' Miss, he's been stacking offers left and right... Notre Dame offered today per 24/7.
On another note--and I'm not a member even-- 24/7 also giving different takes on the Jordan Davis visit to UT last weekend...both saying the opposite thing lol... kinda interesting. I bet if there's one guy who's an "at-risk" guy to flip anywhere it might be Davis because we virtually ran a high powered offense last year that completely neglected the TE in the passing game. I know Spavital is on a mission to change this but it's probably going to come down to what he sees on the field next year....
