What changed? Nothing has changed. Each and every recruit is different. These aren't robots where Saban has a certain code that he writes to make them love Alabama. Cam Robinson, Landon Collins, Tim Williams, Daylon Charlot, Denzel Devall, and earlier players all loved Alabama for Alabama.

Well the top prospect in '18 from Louisiana is already committed, and I don't think it's a stretch to say that Moses favors Alabama right now

I don't think it's a stretch to say a 16/17 yr old going back and forth on his choices is a stretch either.
As long as the current staff stay in tact and keeps rebuilding LA relations(especially up North) I doubt you will see the same success in LA. Not to mention Burns is practically retired. He's 63.
Also keep in mind those rankings are a year and two years away. No way they look anything like that in the end. Kids will rise and fall.
