Mack was a genius at marketing. He would bring in this group of 20 or so Juniors in the Spring and get a dozen commits locked up. He also made it so that he didn't offer most kids unless he knew they would accept to build up the aura of a Texas offer. He had Burton at Rivals and the media all pushing the narrative. It worked great at first with some ridiculous classes.
The problem was over time it worked too well. A kid was a stud BECAUSE Texas offered. It was an automatic 4 Star ranking essentially and if they actually did anything they were a 5 Star. They pumped up those guys so much they started to think they were the chosen. Texas coaches started getting lazy as well and often times their evals were off but the marketing made it so that they couldn't admit it. Senior year performance was basically irrelevant because their class was already locked up outside of a couple of guys before the year even started.
It still exists to an extent. If you want to have some fun look at those Texas classes from the last 10 years and how many of them were Top 10 or even Top 5 and then look at the players. Odds are outside of a handful you won't recognize them.

Here's some fun ones from the early Rivals days.
2002 - The one A&M player who played more than 1 season in the NFL was 2star Johnny Jolly (who had his own issues)
2003 - Red Bryant and Melvin Bullitt were both 3 star players
2005 - They don't even include Michael Bennett, who was a 2 star
2007 - Von was a 4-star, not a 3-star. Ryan Tannehill was a 3-star
2010 - Damontre Moore was a 3-star
