To a certain degree yes, but as Chizik points out he is bringing in talent that has the chance to jump should they be the best player to start. Obviously as the years progress the chances of an underclassmen overtaking a more experienced talented player dwindles.
Which is not a bad thing at all, because you begin to reload each year rather then starting over. Which means a program is progressing towards consistent contenders of championships.

Agreed. I think (hope) we fill 3 more spots with those as well.

yea. With out numbers 6-7 DL with only 1 OL in this class would be impractical. I realize we took a TON of OL last year, but we still needs some interior guys.
We are going to work on spreading out our depth so we don't get to a point where we have to recruit those high of numbers again.

Coaches recruit two classes at a time these days. With redshirting, we're going to be fine. Don't expect this class to be balanced because it wont be.

I don't think it will be perfectly balanced. It will definitely be defensively heavy, but assuming we take 21, it isn't going to be 5 offense and 16 defense.
