You seriously think a player can't have forward progress and also have a teammate help pull him at the same time? Seriously?

You can pull a guy forward sure, but you don't pull a guy who is already moving forward, you would be getting in his way.
Do you even know why the forward progress rule exists and why it's illegal to pull? It's for player safety. The moment someone starts to pull, they will basically always blow the whistle and that is where forward progress ends.
This is no different.

If they decline the penalty they don't mark it at the spot of the foul...

I’ve posted the gif in this thread. Unfortunately for Tennessee fans, “the defenders chest” isn’t a distinguishable position on the football field. Just because a player’s body parts are moving doesn’t mean anything. If he’s not moving forward, forward progress is lost and the ball is dead. If that is even in question, the ball is dead.

Yeah, it's called being in the way. If you aren't in the way, it's because they aren't moving forward.
You do understand we are talking about if the penalty had been called right? The penalty will come out and the whistle will blow at the same time.
Feel free to show me a time when this penalty is called and it also did not coincide with the end of the play.

I've watched football for 30 years and I can recall it being called twice.
Once in the USC game against notre dame if memory serves me right where Matt Leinhart was pushed (not pulled) in and once in a peewee football game I played in where we pushed a guy in.

This was the game that many argue changed the rule. In that instance, it wasn’t called but absolutely should have been, and Notre Dame fans were rightfully livid.

I've seen it called a few times, but never declined.
