Who controls the Redshirt, whether you get one or not?

I see seniors who don’t have stats before their sophomore year, so this is their 3rd year…but senior implies they are done. I guess you have to claim the redshirt when it happens…but who gets to decide that? A walk on can be a redshirt, so it doesn’t seem to be tied to a scholarship.

5 years to play 4 unless you were around during Covid, then you have 6 years. Or if you have an injury and the NCAA grants you a waiver. Or if you went to JUCO, those years don’t count according to Pavia.

The redshirt year isn't officially granted until after year 4 I believe

Miami Hurricanes tight end Cam McCormick will return for a historic ninth season playing college football when the 2024 campaign kicks off.
He was in the same high school recruiting class as Rashan Gary, Nick Bosa, and Jalen Hurts, initially committing to Oregon back in 2016, when Mark Helfrich was head coach of the Ducks program. He spent seven years there, but injuries continuously slowed his progress, ending his season in 2018, 2019, 2020, and 2021, and he didn't play at all during the 2019 or 2020 seasons.
2016: McCormick redshirts
2017: Redshirt freshman
2018: Injury ended season
2019: Missed season (injury)
2020: Covid provides extra year
2021: Missed season (injury)
2022: Plays 7 games at Oregon
2023: Plays 5 games at Miami
2024: Ninth NCAA Season

In total, McCormick played 23 games, or around two full seasons of action all told, redshirting in 2016 and the 2020 football didn't count against eligibility after the NCAA ruled the Covid-19 pandemic wouldn't affect a player's time as an amateur.
Despite his eligibility being exhausted after the 2022 football season, the NCAA gave McCormick two medical hardship years.

What class could he possibly be taking to fulfill the academic requirement for players? No way he is in med school. I can't imagine after 9 years he does not have at least 2 degrees.

That's actually a really good question.
Dude is going to work one full year for the school and then file for retirement benefits.
