There are certain penalties that the review booth can call for. In fact most of them can. Every TD is an auto review. Spots are also sometimes called by the review booth. The review booth can call a lot of reviews on their own.

It is. I think he is confused. They called for a review, and the announcers said that it was probably for illegally touching the ball before it went 10 yards. The review was called by the booth, but they were actually reviewing if a block was made before the ball went 10 yards. There was a block made and it was called.

There are some instances, like 12 men on the field that can be called.
