This isn’t the NBA. You can’t give a foul on replay during an out of bounds review in college.
I'm not sure how NBA does it but they should be able to call fouls or whatever the right call is if they're going to stop the game to look at it for 3 minutes .
Not talking only about this game but it's pretty absurd when the refs go over to deliberate and the replay is showing a clear as day foul and they "correct" the call by ignoring the foul.

Coaches get a challenge per half (I think). They can challenge anything: fouls (or lack of), possession, goaltending, blocks, whatever. If the challenge is unsuccessful they lose a timeout. If successful they may get the challenge back (not sure on that).
I think the college game needs something like that, with the only official reviews being done for a possible flagrant upgrade. Inside two minutes you can do time on clock maybe. I think something like that, and going to 4 quarters with the bonus reset after each quarter would make the college game better.

You can call fouls on 90% of poke outs. Not gonna happen. I remember there was a time, if you poke the ball away from the ball handler out of bounds, it was automatically given back to the offense. Then instant replay reversed that trend. If you poke the ball out of someone’s hand, and they are still technically touching it, it’s out on them. Happened when Beard got Tech into the Finals.
