All of this is just a way for 247 to sell subscriptions to gullible dipshits
Recruiting is a team effort on each coaching staff, e.g., if a coach's territory is South Georgia, and he coaches linebackers, and he's on some wide receivers from South Georgia, the WR coach on that same staff is all over it as well... crisscross that 50 different ways, and the mishmash is the reality, not what some douchebag 247 "writer" who never played football thinks
And the head coach gives the ultimate nod to each offer

So I'm a great recruiter if I have 9 commits who mostly might not be worth a shite, but some other guy has 3 commits who are future NFL studs, and I"m better than that guy?
