This could easily be done by salary floor. Almost every G5 school is under $70 million athletic department.
Make FBS be the P4 conferences + any team over $80 million athletic department who desires to opt in. By opting in they are ineligible for the G5.
3 tournament playoffs for ESPN to pitch:
1. FBS (expand to 24 teams).
2. G5 (24 teams)
3. FCS (24 teams)
Make a cash prize be 10% of your budget. 5% for your runner up.
The bowls can die or sponsor a level of playoff game in each.

Could also just make G5 conferences compete for FCS championship like all the other lower tier D1 schools do.
