I said the pictures show pass interference. But we don't know if the pictures were taken before or after a 'tipped' ball. So if the ball was tipped prior to the cb making contact, it clearly isn't pass interference. I also said that you can't make a ruling on pictures alone.

Yes, it would look more like it. Any time a defender or a blocker is in what's called "chase mode", the chances of a foul go up dramatically.

The contact warrants close scrutiny. The bottom line question is "Did it impede the receiver's opportunity to the ball"? The only thing Klaus posted that makes sense is you have to see the whole play to determine whether it's DPI.
