I would like to see another view of the White one and see if if the crown of the helmet hit Fitz's facemask. I can't tell from that view.

From what I have seen, White's hit doesn't look like targeting.

perhaps he did. Which is not a penalty. The collarbone is not part of the head. Players get broken bones quite regularly from contact. And they heal. Broken heads are what the rule attempts to prevent.
