I like your format.
I'd do 16 teams, no byes. Top 8 seeds host first round.
P4 Champions get guaranteed top 8 seed
P4 Runners up get guaranteed entry, could host or not.
That's 8 teams.
8 pure at large after that, could host or not.

Yeah wish they would do it like March madness and have the big guns up front with say 11th spot and 12th spot am at large team but the bus ranking give the best non biased rankings I think for top 12
