No , not sure. If it is, I have never seen it called that way. What I am referring to is like when a QB or WR dips their body right before impact causing a defender who was in correct position to impact at the pad level to impact in the ear hole.
I know exactly what you're talking about and it's a rule at the high school level and I've only seen it called once on a running back in NC that was committed to FSU, Greg Jones I think. He was ejected from the game for targeting.

arguing about the call against OSU as TL was going down, TL was going down and putting his head in the way BUT the defender put his head down and lead with the crow
It’s not penalty if the qb doesn’t initiate contact to his own head

As of now, the defender is penalized. That’s the biggest crock of crap about the whole targeting controversy to me.
The number 1 reason for the rule is to protect the defender who leads with the crown of his helmet... doubt the rule gets changed.

Should offensive players who lower their head into the impact zone just before impact be penalized?
Won't ever happen. Any rule that doesn't help QBs and offenses will very rarely ever be changed. Though it's been fun to watch from our side, offense is king unfortunately.

The defender had a well placed hit planned and then the qb lowered his helmet into the defender at the last second. That should not be a targeting call.

That’s irrelevant. He had already committed to the placement of his hit. Heads up isn’t gonna change that.

Ryan Swope was called for this in 2009 against t.u.

It should be targeting only if there is intent and the player hit is "defenseless" meaning not prepared for any hit. A hit on a WR or running back with the ball or going for the ball should be allowed if is it incidential or not intentional. They have gone overboard. And the suspension should definitely only be for intent.

No, but throwing a defender out of the game when the offensive player lowers his head into the point of contact is beyond nonsense

No, but a defensive player whose helmet collided with an offensive player’s helmet when the offensive player lowered his head shouldn’t be called for targeting either.
If offensive player lowers his head, no targeting on anyone.
