I know exactly what you're talking about and it's a rule at the high school level and I've only seen it called once on a running back in NC that was committed to FSU, Greg Jones I think. He was ejected from the game for targeting.

The number 1 reason for the rule is to protect the defender who leads with the crown of his helmet... doubt the rule gets changed.

Won't ever happen. Any rule that doesn't help QBs and offenses will very rarely ever be changed. Though it's been fun to watch from our side, offense is king unfortunately.

The defender had a well placed hit planned and then the qb lowered his helmet into the defender at the last second. That should not be a targeting call.

That’s irrelevant. He had already committed to the placement of his hit. Heads up isn’t gonna change that.

It should be targeting only if there is intent and the player hit is "defenseless" meaning not prepared for any hit. A hit on a WR or running back with the ball or going for the ball should be allowed if is it incidential or not intentional. They have gone overboard. And the suspension should definitely only be for intent.

No, but throwing a defender out of the game when the offensive player lowers his head into the point of contact is beyond nonsense

No, but a defensive player whose helmet collided with an offensive player’s helmet when the offensive player lowered his head shouldn’t be called for targeting either.

If offensive player lowers his head, no targeting on anyone.
