None of which is illegal. Having a beer or glass of wine at a gathering is pretty normal. Gettting shite hammered and driving your work vehicle 104 isn’t.
Only person who chose to do that is dead, one of the ones dumb enough to get in the car knowing just how drunk the driver was has filed a lawsuit in an attempt to cover their medical costs.
