from another board and from someone who seems to have some information, there was an issue with whatever the new plan was involved using the existing ramps and Jacobs didn`t like that, so he sent the plan back for alteration.

The stupid talk radio guys and media around here make it sound like Jacobs scratched the whole rendering and had them start over.

That's what happened at LSU regarding the south end zone addition. The first renderings returned by the architects involved road work. LSU AD Alleva wanted no part of that.
As you can see, the SEZ addition was just shoe-horned in there...
