Yep. And State and Ole Miss have to recruit/compete without TOPS or Vandy's opportunity scholarships.

I'm pretty sure USC, Tennessee, and Florida have TOPS-like scholarships. Does Arkansas?

Yes, as does UGA and Kentucky. The Alabama schools, Mississippi schools, A&M and Missouri are the schools that do not in the SEC.
