Not SEC schools but in SEC states ... yes, Texas has one that fits what you are describing, and Georgia has one that is close.
Texas (SEC state)
School: University of Texas at Dallas (UT System)
Overall international: Several sources put UT Dallas around 25% international overall.
Indian Student Abroad
Graduate level: A UT Dallas professor recently told an audience that about 62% of the graduate school’s population is international students.

So Texas clearly has a state-system public where the numbers are roughly 25% overall / ~60% grad international.

I attended Georgia Tech for a while, they are pushing DEI, racial justice, reparations based shite.
Not going to get specific because I don't want to start a shite storm, but an old school GT grad would be crushed to sit in a classroom and hear some of the bullshite they are pushing on students.
Shame on the Governor and legislature for not getting involved to force a balanced curriculum.
