I don’t think that part is correct. Ineligible receiver downfield wouldn’t be called until the ball is thrown. Offensive linemen can move forward on a running play.
Consider a QB scramble where he throws late. That often ends up as an ineligible man downfield because of the timing and the lineman assume the QB is running. When the QB ends up scrambling that is never a penalty.

I am just saying , it is ineligible downfield (1 yd NFL, 2 yds HS, and 3 yds college) first at time of pass which is usually pretty quick but it is not illegal touching until the ball hits him obviously , in this case in the end zone
ETA illegal formation would be called first , downfield second , and touching 3rd in order of calls
