College football has always been a free farm league for the NFL. If you mean that eventually they'll be employees, yes that is happening.

I’ve said it before, going to a college football game will eventually be like going to a minor league baseball game. You go to drink a beer and watch a couple future NFL players.
Other than that there’s very little of the same appeal that made college football what it is.
If I’m going to have a rooting interest for a bunch of high paid players with no loyalty or school connections, I will watch the NFL.

A few years ago there were 128 FBS teams. Think it may have increased by a few since then, but using 128 as a baseline in this example. There are currently 32 NFL teams. Just so happens 128 divides nicely by 32. Each NFL team could have 4 "farm" teams, much like MLB, comprised of the FBS teams.
For instance Dallas could take Texas as their AAA team, Houston as their AA, Baylor as A and some other school, UTSA for example, as their rookie ball team. Houston could take A&M as the AAA team, Tech as AA, etc.
Each NFL team then drafts from the eligible pool of HS players and assigns them accordingly based on the player's talent level. Move them up and down accordingly and the farm teams become the feeder for the parent club.
Slot values are assigned and signing bonuses negotiated, just like MLB. Players sign contracts and there's no opting out, etc.
This is where it's headed, or some form of this, and the colleges are there solely to keep the fan interest. Otherwise it becomes another semipro league destined for failure.
