I don't think UAPD wants to start a panic. Perhaps that is why they are being so quiet.
You also have to imagine that the FBI is involved since this threat can be classified as domestic terrorism.
They might be telling UAPD what to do.

I don't understand how "still investigating and prepared to respond" is supposed to make anyone feel at ease.

Absolutely. Even if no violence comes, it already qualifies as an act of terrorism. Putting an entire place of learning on edge with hate threats against a racial group.... even if it turns out to be some freshman punk trying to get out of an exam, he should be prosecuted to the full extent of the law.
