Because very few schools could afford to do it. And you can't pay them without paying the women's bowling team, as well.
The fallacy that college football players can somehow be paid tons of money is fodder for the low IQ set.
Hell, one of the top basketball schools in the country ran a $50 million dollar deficit for the overall athletic program. I don't know where you people think all this payroll money is going to come from.

Of course Kentucky feels this way. Kentucky is one of the dirtiest programs in NCAA history. They'd like amateur athletics to be a free for all when it comes to paying players and general shittiness.
