West Virginia hardly controls either of those markets.
They are competing with: Maryland, Virginia, Virginia Tech, Pittsburgh, Penn State, Ohio State, Georgetown, etc. for those markets.

West Virginia does not control the D.C. market, sorry. If they did, they might be sitting in the SEC instead of us.
