The only new information you posted was that the NCAA responded in 1 day after Ole Miss turned in all the required material to be reviewed, so there goes the "they waited until so close to the start of the season" excuse.

These waivers are on a case-by-case review, just like some players have been able to transfer and receive a waiver to not have to sit out a year (B. Green) others who transfer for a similar reason may not be granted the waiver (R. Mallett).

And how exactly is Mallett's transfer relevant when discussing post-grad transfers?

Because the post-grads now follow a similar to process to under-grads compared to the prior system that was changed after Urban Myer had a kid or two follow him to Florida from Utah.

The Nuttster was just on local radio and said that up until Tuesday, Stanley was getting 40% of the snaps, Mackey 35% & Masoli 25%. Not sure if I buy that.

You are right. We are having trouble with this "case by case basis" when their reasoning for not clearing him evidently wasn't a problem with other cases.
They overruled their precedent set because this is a high-profile case.

I know more about the Masoli situation with overall thuggery, but there is no mention why the kid was dismissed from LaTech's team...

I can vouch for that. Stanley has been getting the majority of the snaps this fall.

and Masoli had more snaps that scrimmage than most other fall practices as well as the previous scrimmage. I know that doesn't show the snaps in running plays, but it gives you a good sample size.

my example - 2009.
NCAA stated its reasoning for not clearing Masoli- was kicked off his team
Kid from LaTech- was kicked off his team.
