Even on these large systems, they are split up into control zones by VAVs. It’s entirely possible that This zone for the locker room was turned off. Probably at the request of Herman himself.

Definitely possible.
It's also possible that the A/C is woefully inadequate in that locker room.
I think we need an independent observer (Aggy, perhaps?) to go and investigate for us.
