1st, you may want to read the actual articles first.
Kelly is donating his $1million to TAF. Which is a completely different organization than LSU's NIL collective.

2nd, it's not illegal for the state funds to go to NIL in Louisiana (I don't know if any other states forbid it either) in fact, Louisiana is openly giving money to NIL that the state won in a lawsuit against Juul.
