The insult refers to wartime, with A&M sending far more personnel to efforts (specifically WWII) than their in-state counterparts, who "stayed home and sipped tea," while Texans who wanted to defend the country chose A&M.
It ain't about the tea, it's about the attitude toward service.

It's interesting.
I have two fellow Majors I serve with (one who was deployed with me this year) that are Texas graduates.
One doesn't care about her school's athletic programs at all, the other is a die-hard Longhorn fan.
Neither one refers to the Corps of Cadets as Nazis or as a gay frat...I wonder why that is...?
