Tulane enacted a self imposed death penalty in basketball in from 85-89 to avoid the NCAA doing it. Two of these programs are from the same state. Interesting...

Regardless of what was going on, that part was a setup. It was the now defunct Emery Worldwide. Supposedly a package with $1,000 in 50’s “popped open”. Dwayne Casey was alleged to have put his name and a return address on the package. Emery eventually settled with him over a defamation lawsuit at which point the NCAA lifted its show cause. No real proof was ever offered that any of it actually occurred.

I can't see a major sports program ever giving one.

They've recently (and by recent in the 2000s) given them to D2 and D3 tennis and soccer teams. But never to money making programs like Louisville or LSU.
