I didn't follow it all that closely but I think MSU's side of things was more of reporting it after they got wind of it than discussing the possibility of paying him. From what i understand Rogers contacted Bond and he reported to the University. Also I don't think there is anything illegal about said "talks" unless an exchange takes place. That could be wrong though.
Now, fast forward to 2012 and low and behold, a MSU Booster is named/involved in providing lodging & meals for yet another "street agent" from Memphis.

Nothing wrong with him doing this to my knowledge. Doesn't appear that he provided any benefits.

Rogers was nothing on "behalf of MSU football." He was acting as an agent for Cam Newton and family trying to make a cut. Not a State booster, nor had he maintained contact with former teammates prior to calling John Bond and being promptly turned in...
Dude was trying to help himself out... he didn't give a shite about MSU. Thank God that John Bond does...
