Completely based on conference.
8 teams in the Big 12 ranked outside of the Top 80 in pass defense. Meanwhile most of the Big 10 was in the Top 50 pass defenses.
One conference is built around the pass, one isn’t. The Big 12 had 5 of the top 20 passing offenses in college football last year.

I feel a better way to represent teams in college football is on a per play basis - largely because of the different offensive schemes utilized throughout the country.
Perhaps in this case, I'd go with yards per pass attempt. I believe Texas is likely JUST below the national mean in that area. Which, of course, isn't as bad as being one of the bottom 20 teams in the nation. It would put them right about 70-ish.

So when you take out Burrow’s absurd 12.1 YPA, Texas is 65th thus far. Not terrible under Todd Orlando. Middle of the road in FBS. Certainly not worst in the nation.
